Village Manager's Office

Department Overview

The Village has operated under the council-manager form of government since 1914. Glencoe was the first community in the State of Illinois, and the fourteenth nationwide to operate under this form of government. The Village Manager is the Village’s chief administrative officer, appointed by the Village President and Board of Trustees. The Village Manager is charged with implementing the policy directives of the Village Board and oversees all day-to-day operations of the Village. 

The Village Manager’s Office is responsible for providing overall direction and administration of policies and programs established by the Village President and Board of Trustees, as well as preparation of the annual budget. The Village Manager's Office includes the Village's human resources, legal, IT and Village Clerk functions, including maintaining Village records and responding to Freedom of Information Act requests.

Meet the Village Manager

Kiraly - 4Philip A. Kiraly was appointed as Glencoe's 8th Village Manager in December 2013. Prior to coming to Glencoe, Phil served as Assistant Village Manager for the Village of Northbrook and the Assistant Village Manager for the Village of Deerfield and also held positions with the Village of Skokie and the Norridge Park District. He holds a Master of Public Administration (MPA) from Northern Illinois University and a B.A. in Public Administration from Augustana College. Since 2015, Phil has been an International City/County Management Association Credentialed Manager (ICMA-CM). Phil is actively engaged in ICMA as well as the Illinois City/County Management Association (ILCMA) and the Illinois Association of Municipal Management Assistants (IAMMA). Phil and his family reside in Glencoe. 

Currently, Phil serves as the President of the Northeastern Illinois Public Safety Training Academy (NIPSTA) and is Past President of the Rotary Club of Glencoe. Follow Phil on Twitter at @PhilKiraly and read his blog here.
