2023 Golf Club Referendum Question

April 26, 2023 Update 

Thank you to all of the Glencoe voters who participated in the April 4, 2023 General Election. Voter turnout was very strong, reflecting the community’s engagement on this issue.  
Vote counts were certified by Cook County on April 26, 2023. Click here to review the official results. The referendum question regarding the financing of the Glencoe Golf Club Redevelopment Project has been approved by voters. 
In the coming months, the Village will commence the next steps of the planning process for improvements to the Glencoe Golf Club and clubhouse to ensure the success of this community asset for decades to come. As the Village determines the final scope of the project, we will share information with the community and continue to seek your feedback and advice. We are grateful for the trust placed in us by our community and realize and appreciate the work ahead of us to ensure that we deliver upon the goals and expectations of the project.

2023 Golf Club Referendum Question Overview

At its December 15, 2022 meeting, the Board of Trustees voted unanimously to place a referendum question on the April 4, 2023 general election ballot requesting voter authorization to utilize General Obligation bond funding for up to $15 million for improvements and replacement of the Clubhouse in line with the Golf Club’s commitment to sustainability. Added amenities, all of which will be open and available to the public, will include: event space, a restaurant open year-round, as well as a variety of other outdoor recreational opportunities.

The Board’s action follows a lengthy period of review and discussion which began in 2010 regarding the deteriorating condition of the Golf Club’s current buildings and possible options moving forward. Extensive information on this process is included on this webpage.

Beginning with recommendations that the current clubhouse and pro-shop buildings be replaced, as made by the Clubhouse Task Force in 2012; the negotiation of an Amendment to the Land Use Agreement with the Cook County Forest Preserve District; and, continued consultation with public sector-focused architects and construction experts, a plan to replace the over 95-year old structures with a new, community-oriented facility was ultimately presented to the Board of Trustees.  At the October 18, 2022 Committee of the Whole Meeting, the Board was presented information on the state of the current Clubhouse, anticipated project costs, and private fundraising efforts.

The financial impact to taxpayers, if the referendum were to pass, is expected to be approximately $140 per $10,000 in property taxes paid annually (over a 20-year Bond repayment period). However, the improvements are expected to generate incremental revenue that could be utilized to abate a portion of the tax levy associated with the issuance of bonds, in addition to any private funds raised by Friends of the Glencoe Golf Club.
Question to Voters on April 4, 2023

Shall the Village of Glencoe, Cook County, Illinois, which commissioned a feasibility study of its publicly owned and operated golf course clubhouse and related facilities, and subsequently evaluated deteriorating conditions and the increasing costs of repairs, replace the clubhouse structure with a new, multi-purpose facility to include a restaurant and event space that would be open and available to the public and that will also expand opportunities for community use of the property year-round, and make other necessary improvements to the parking lot and infrastructure and issue its general obligation bonds to the amount of $15,000,000 for the purpose of paying the costs thereof, said bonds bearing interest at not to exceed the rate of 7% per annum?                      YES
